Introduction

US President Trump's special envoy, William Witkov, and the president's son-in-law, Jared Kushner, are set to brief Kyiv officials in Miami on Thursday. This move follows a week of meetings between the US and Russian President Vladimir Putin, which did not yield a tangible agreement to end the Russian-Ukrainian conflict.

Miami Meetings

Witkov and Kushner are scheduled to meet with Ukraine's chief negotiator, Rustem Umerov, and General Staff Chief, Sergei Hnatov, to continue talks. This comes after President Putin rejected a US-backed peace proposal and again threatened to seize more Ukrainian territory.

Nature of the Meeting

A senior Ukrainian official cautioned that Thursday's meeting is an "American briefing" rather than a "negotiation meeting." The official added, "When they get back [to Kyiv], our delegation will have a meeting to see what to do next."

Negotiation Stalemate

Kremlin officials reported that the proposals put forth by the US side during the five-hour talks with Putin on Tuesday "did not yield compromises." To date, Putin has rejected all peace proposals and has insisted on his maximalist demands, which Kyiv and European leaders have warned would amount to a Ukrainian surrender. Simultaneously, he has escalated attacks on the country's energy infrastructure as Russian forces advance in the east.

Impact of Infrastructure Attacks

Ukraine's Energy Ministry reported on Thursday that tens of thousands of residents in the Odesa, Donetsk, and Dnipropetrovsk regions have been left without power due to Russian attacks on the power grid.

President Zelensky's Statements

Ukrainian President Volodymyr Zelensky stated on Wednesday that negotiations are proceeding "quite effectively," including recent meetings in Geneva and Florida. He added, "Ukraine's voice is heard, and Ukraine's opinions are being taken into account." He emphasized that "a dignified peace is possible only by taking into account Ukraine's interests."

Trump's Perspective

Trump told reporters in the Oval Office on Wednesday, "I don't know what the Kremlin is doing. I can tell you they had a pretty good meeting with President Putin." He added that his envoys gave him the impression that Russia is looking to end the conflict.

Proposed Peace Plan

According to TASS, Putin, in an interview with India Today during his visit to India on Thursday, downplayed most of the latest Ukrainian peace plan proposed by the US envoys. He said the talks in Moscow took so long because it was necessary to review all the proposed points one by one.

Key Points of Contention

TASS reported that Putin said there are some conditions he could agree to, while others "we cannot agree with." He warned that Russia would seize more Ukrainian territory by any means necessary, stating, "That’s what it boils down to. Either we liberate these territories by force. Or Ukrainian troops leave these territories and stop fighting there."

Escalating Russian Attacks

Russian forces have intensified ground assaults on the battlefield in the southeastern Donetsk province, threatening Ukraine's control of the key town of Pokrovsk.

Conclusion

As the conflict enters its fourth year, Moscow insists that Ukraine cede the remaining one-fifth of Donetsk province controlled by its forces, one of the biggest sticking points between Russia and Ukraine. Senior Ukrainian officials have concluded that the "Russians' intention is to continue stalling for time with the US, just to have ongoing discussions."
