Ukraine and France Strengthen Defense Ties: A Look at the Anticipated Landmark Agreement

Ukrainian President Volodymyr Zelenskyy is expected to finalize a series of agreements with France this week, focusing on the supply of air defense capabilities, fighter jets, and missiles. These agreements aim to bolster the long-term operational capabilities of Ukrainian forces in the face of the ongoing Russo-Ukrainian conflict.

The Anticipated Meeting Between Zelenskyy and Macron

Zelenskyy is meeting with French President Emmanuel Macron in Paris. These talks come as Russia has launched intensive drone and missile attacks on Ukraine, while Moscow has also reported rapid ground advances in the southeastern Zaporizhzhia region.

Details of the Potential Agreement

Zelenskyy stated last Sunday that they were preparing a historic agreement with France to significantly strengthen Ukraine's combat aviation, air defense, and other defense capabilities. He affirmed that this would be realized on Monday, according to the visit schedule.

French Military Support for Ukraine

Discussions have been ongoing for weeks regarding how France can provide more military support to Kyiv in the area of air defense, although political and budgetary instability in Paris has raised questions about the amount of assistance France can offer. Macron pledged last month to provide more "Mirage" fighter jets, as well as a batch of "Aster-30" surface-to-air missiles manufactured by European missile group MBDA for use in Kyiv's existing SAMP/T air defense system.

Additional Clauses in the Agreement

The potential agreement includes a 10-year strategic aviation agreement, which would mark France's supply of Dassault-made multirole "Rafale" fighter jets to Kyiv. Some aircraft may come directly from French stockpiles, but most will be provided in the long term, as part of Ukraine's efforts to expand its long-term fleet to 250 fighter jets, including American F-16s and Swedish Gripens.

Logistical and Training Challenges

Given that pilots need to undergo rigorous training programs, operating these advanced aircraft will take time.

SAMP/T Air Defense Systems

More deals are also likely for SAMP/T air defense systems, which may come from existing French stockpiles or through long-term next-generation orders, including missiles and anti-drone systems.

Funding

It remains unclear how these deals will be funded.

Objectives of the Visit

During a media briefing ahead of Zelenskyy's arrival, Macron's office stated that the aim of the visit was to "use the excellent French military-industrial capabilities for the defense of Ukraine" and "enable it to acquire the systems needed to counter Russian offensives."

Schedule of the Visit

Zelenskyy will attend a briefing on Monday morning with several manufacturers, including Dassault, and sign a letter of intent and multiple contracts later in the day. Another forum will be held in the afternoon bringing together Ukrainian and French companies in the drone sector to discuss how to integrate both sides' efforts.

International Alliance

France and Britain have been pushing to create an alliance of about 30 countries willing to send troops and assets to Ukraine or its western borders after a peace deal is reached with Russia. A key goal of this alliance is to ensure Ukraine receives long-term military and economic aid to maintain the strength of its army, thereby deterring any future Russian attack.
